Just my opinion. Feel free to maturely tell me why i'm wrong. Databook is not a biblical scripture in this thread, please remember Kishi's frequent use of hyperbole when introducing new techs and that certain ones were never revisited due to irrelevancy or put into the bigger picture of the later world of Shippuden.
Here are the Tiers / Top 5 of the Strongest Attacks/Tools associated with God/Spiritual/Sage used in the series from a realistic power-scaling perspective. Hate away, but don't be scared to use independent thought.
TIER 1
Sword of Nunoboko
Only weakness is the user's will. Wielded by the Sage of Six Paths and can create and destroy the planet. Hagoromo remains the ultimate tool user in the series.
TIER 2
-Indra's Arrow
-Asura Avatar TBB Variants
Ridiculous sheer-force attacks that put our protagonists on par with the Ootsutsuki children.
TIER 3
Totsuka Blade / Yata Mirror
These spiritual tools are still counted as ninjutsu (or at the very least obviously stem from chakra considering this is the only means of supernatural ability in this world.) As highly theorised- these tools were almost definitely created by Indra Ootsutsuki in his works with spiritual abilities- therefore would still be negated by Truth-Seeking Balls and higher-level techniques. TBB aren't an 'attack' so Yata is quite ineffective in theory.
TIER 4
-Kohaku no Jōhei (Sealing Pot)
Hugely broken and sought-after tool. Above the other tools yet still discarded by Madara.
-Cloud Village's Chakra Cannon
Moon-destroying feat. Ridiculous power. Why is the fact that the Cloud concealed such a weapon constantly overlooked?
TIER 5
Bashōsen, Shichiseiken, Kōkinjō, Benihisago.
