Sasuke and Gudodama!

Why do people believe sasuke can create gudodama? He will never be able too unless he became the juubi jinchuriki and gains Rikudou Sage Mode.

Sasuke may possess all elements + yin/yang but he lacks the most crucial power only granted to RSM users. He lacks the power of the universe aka all creation. The power of all creation is how RSM users manifest and manipulate/control gudodama. ​

Gudodama could easily be recreated as shown by Obito and Kaguya. Plot simply nerf Naruto and Madara, heck they didn't even allow madara to use susanoo as juubi jin. XD

Neither Obito or Kaguya's gudodama appeared out of nowhere as if they awakened RSM. Both were shown forming/creating gudodama.

TSB is a body (Sage) ability much like IT is a doujutsu ability. No Sasuke cannot create or utilize TSB as he is not a sage. But he can interact and touch them without being harmed though thanks to his Rikudo chakra. Tobirama noted this when Sasuke pulled Madara's black spires out of him.

I think if Naruto regains all 9 bijuu chakra they will reappear.

I don't think Hagoromo divided his Rikudou chakra into Yin and Yang. He gave them both the complete portions of his chakra hence they both awakened Rinnegans. This would mean they both have the powers of RSM and Rinnegan. Sasuke's Rinnegan is amplified because he has Hagoromo + Indra (Yin gets dominant) whereas Naruto's RSM is amplified because he has Hagoromo + Ashura (Yang gets dominant).
