Because Sasuke's precog has advanced his movments have gotten better, therefore he's better in cqc. Really simple concept that some people don't get even tho the manga basically spells it out. Technically your skills don't increase unless you train, but cqc isn't just about skill, it's also about striking and reaction speed. Someone can be more skilled but if you're fast enough to dodge all their attacks and counterattack them their skill means nothing. For Example: Naruto is nowhere near 7th gate Gai in pure taijutsu skill, but in Rsm with his cloak on he can react to all Gai's moves and counter him. This is what i'm talking about. He's not more skilled but he's still better in cqc.
