Timeline wise I think it goes like this :-

Kaguya casts Mugen Tsukuyomi from the Moon (Last showed Moon with Kaguya).

Kaguya merges with the Shinju, transforms into Juubi; and attacks Hagoromo and Hamura.

Kaguya is sealed with Chibaku Tensei and her shell, aka Gedo Mazou is contained in the Moon.

Kaguya's will takes over Hamura's Staff and Black Zetsu is born from it - Purely Hypothesis.

Juubi's chakra divides (Chibaku Tensei seals only the Body, not the Spirit; Refer to Naruto and Sasuke Sealing) out of the seal, Hagoromo seals the leaking Juubi chakra within himself and becomes the First Juubi Jin. - He sealed only the leaking chakra, not the complete Juubi.

Hamura goes to the Moon to guard the Juubi/Kaguya's shell; Gedo Mazou.

Hagoromo spreads Ninshuu, has Indra and Ashura as children, makes Ashura his successor.

Hagoromo grows old, divides his portion of the Juubi's chakra into the Nine Bijuus, dies.

Hagoromo never created the Moon and nor did he create the Gedo Mazou. This is because A) Hagoromo never confirmed it himself but actually included Hamura in the sealing events B) Tobi's version is inaccurate cause it was based on a Legend which cannot be confirmed and C) Tobi's version of the story was based on a made up lie of Black Zetsu (Black Zetsu corrupted the tablet and Tobi got his story from there).
