Nope Hagoromo was a Juubi jin and there is not even 1 Juubi jin without gedo mezo.

Naruto's sage parallels were all thrown together in a half assed excuse to make Hagoromo relevant by fan theories. Usually these theories ended in "And that's why Naruto will get Rinnegan"
