Which is irrelevant, since Sasuke synched his PS directly with the chakra from all 9 Biju. Unless Madara does the same (which he can't) or infuses his PS with the chakra from all the people trapped in IT, his PS would still be weaker.

He'd have a PS only marginally stronger than Sasuke's through the kaguya arc(as there can't be a huge chakra difference between the 2). So, it's a boost, but not a huge one, though it does give a good constant firepower to go along with the rinnegan.

Not quite. That's susanoo empowered by Rikkudo chakra+more bijus with rikkudo chakra. Madara already uses the bijus for his rikkudo chakra.

That's cute however Lord Madara already has the Biju's inside of him do to being a juubi jinchuriki so no need to sync with them, also have to take into account he is already significantly stronger than Sasuke, almost unlimited amount of chakra, has natural energy due to being a Juubi Jinchuriki. Lord Madara's Susanoo would blow Sasuke BPS out the waters, there's a reason plot didn't allow it.

Only logical explanation is he couldn't use it while commanding the power of the Juubi, kind of like how Obito couldn't use his phasing when commanding it. Not so much Kishi nerfing him, although it was a requirement for him not to have it to make him semi-beatable.

He can't use it because he doesn't have the Tomoe Rinnegan to allow him to. Hagoromo never had Sharingan abilities so wielding his power meant abandoning Indra's, but Sasuke is different because he has Indra's power merged with Hago's so he can use both abilities simultaneously.
