In Naruto normally anyone can take on anyone based on there abilities. Its not about power levels. Meaning Tsunade doing better against Madara does not mean she will do better against every opponent. Naruto series just does not work like the DBZverse does.

Madara humiliated all the kages that fight. Intentionally letting them hit him at points. Using clones to "Even the odds" not even bothering to finish them off among other things such as calling them ugly and children.

Tsunade and Sakura aren't on another level. They're both locked by that glass ceiling called, "Being a kunoichi" the only female worth a note is Kaguya and she's like heaven and earth compared to 90% of the NV. How many times have we seen kishi throw these girls a bone then take it away immediately after?
