Does sakura have a counter to chakra chains?

Why do you even care?

Cuz u and i both know sakura does nothing aside from punching rocks and healing what happens when she misses that punch she gets one shotted like with madara and can only land hits when its against fodders like zetsu or with help of someone covering for her
