First of all, Byakugou is the seal, the jutsu is creation rebirth .
Secondly Sakura and tsunade were never inflicted with such wounds that called for them to regererate fully

Nothing about this is special or stands out in any way, especially not in regards to Shizune.

Lol, kisame has better regeneration than tsunade and Sakura. He healed regenerated every organ and muscle in his midsection in under 5 seconds. Something neither Sakura or tsunade has shown. Sakuras and tsunades only lasts as long as their stored energy lasts, kisames lasts as long as he has chakra, and as long as he can absorb chakra. #Kisamesolos

Like saving tsunade after she was bisected by madara. So that's about it, byakogu is on par with Karin's healing ability.

Med nins are rare while every other ninja can already control two chakra natures, thus giving them an ability to "control" the elements.
I do not see Shizune's jutsu as telekinesis at all, but as high level medical ninjutsu.

I think she was manipulating the micro skin cells from the hair, then copying those cells, gradually filling Neji's injury. That's why it took 3+ hours, because of the size, and amount of chakra it'd take.
