If Ay had succeeded in killing Sasuke, there would have been no war. Only Naruto would've made a scene and Danzo had 11 Sharingan and Hashi cells ready to control Naruto. Kakashi warned Naruto and Sakura not to make a scene or risk being imprisoned and Obito noted that Danzo's implanting of sharingan and Hashirama cells meant he wanted to control the Kyubi. The rest of the Leaf shinobi would presumably tow the line under Danzo, during this time of heightened alert.

Ay asked why Sasuke hadn't been killed, when scout reported seeing the Uchiha crest on Sasuke's back; as he took the fake Bee after the battle. We know from Part 1 (Land of Waves Arc) the fate of missing nin. Sasuke should've been hunted down and executed awhile ago. However Tsunade was Hokage and was willing to bend the rules for Team 7, so that they could bring back their friends. A sentiment the militaristic Danzo, did not share.
