If Ay would've killed Sasuke ← War?

If Ay had been successful in his attempt to kill Sasuke,

would the Konoha have declared war? Would k-11 want revenge? ​

If Konoha went to war over that it would be them vs the world because Sasuke had just attacked the KAGE SUMMIT

If Konoha tried to justify that, they would be spitting in the face of all the kages. Every country would turn its back on Konoha

K11 wanted Sasuke dead by that point, they decided on it. Only Naruto was the one still hoping for him to come back to the good side

Secondly Killer Bee didn't die, which means that Ay's actions (killing Sasuke) would've been in vain and left an unbalance.

All that sounds nice but everyone didn't see Sasukes absence from the village so black & white.

Example being, Tsuande putting Sakura & Naruto in positions to which their path's would cross with Sasukes.

Sasuke was seen in Akatsuki robes. A WORLD CRIMINAL ORGANIZATION. He basically put a giant sign on himself saying 'hey, I'm a bad guy'. Ppl saw him as a criminal. That's that.

1. Sasuke was never legally branded as a criminal.

2. His attempt to kill Bee failed (Bee didn't die).
