Molding chakra is simply mixing yin and yang energies. So Hand seals are not exactly used for that.
Handseals are more used for chakra control. The better chakra control you have the less handseals you need.
Now part of chakra control is molding chakra. Nature and shape manipulation are also part of chakra control.
So technically, Naruto could have learned rasengan, by doing a huge amount of handseals(huge amount needed due to the sheer difficulty of its shape manipulation).
The single best example of handseals in action is zabuzza water dragon vs edo tobirama water jutsu. Zabuzza needed to use many symbols to achieve a similar effect as tobirama, who had a much better chakra control.
Also shinobi alliance using a earth jutsu is a good example of handseals.
So to answer the title of this thread. Handseals are very neccesary for most ninja.
