Technically speaking Guy was the strongest shinobi in part 1

In Part 1 there was no shinobi that could beat Gai 1 on 1 while he was in 7 gates.... let alone 8 gates.

Most think Itachi was the strongest shinobi in part one but to be honest if Gai used 8 gates Itachi yata mirror would save him until he could no longer hold up his susanoo.

Anyways what do you guys feel?
