Personally, I think Kyōraku wins both.

Shunsui wins. His shikai is enough to beat both forms of Cifer. Without knowhing the rules of his games you literally can't hit Shunsui if he uses Irooni.

Shunsui killed Starrk the number 1 espada with Shikai. Ulquiorra said to Ichigo there are 3 espada stronger stronger than him so he technically admitted inferiority to Starrk. Bankai Shunsui would certainly kill Segunda Etapa Ulquiorra.

Stark was serious. Shunsui was the one who couldn't get serious. His Zanpaktou was trolling him and not letting him use all their abilities until it got in the mood to fight. He would have dispatched Stark easily had he had access to all his abilities earlier.

ulqu by feats, shunsui by hype. certainly segunda etapa ulqu > shikai shunsui. (plus, ulquiorra in r2 isnt technichally wearing clothes, so one of shunsui's games isn't going to work)
