Sweet, but little insignificant question. Wouldn't the Hidden Mist technique sorta count as the first weather manipulation jutsu? Lol, it doesn't matter though

Itachi performs the six hand seals and then begins to release his chakra. A cloud begins to form above him that is about 20 meters wide. Itachi then continues to expel his chakra in the form of the rain which cause drops of water to pour down. Closing his eyes in an attempt to purely sense, he then allows the water to fall, and then notices the presence of his sensei being hit by the water.

The rain falls from rain clouds, formed with the users own chakra. During this technique, the falling raindrops are closely linked to the users senses. When the rain is obstructed by a chakra belonging to someone the existence of the target can be detected. The rain will keep on falling until the user uses the seal to cancel it.
This technique is useful given that it's primary purpose is sensing, and this allows for long range sensing. Effectively, the user can find the location of a person as it would be impossible to avoid the rain drops. This means a user can continuously track a target as well. An issue though is that the technique does not allow for clear and precise sensing, merely rough rudimentary ones. That being said, I'd assume that a downside would be that if a target has his chakra spread out in several areas, the user of the technique would not even be able to really sense the target. If I were to counter, I'd probably use the hidden mist technique, as the mist uses chakra to stay active and to affect it's thickness. This would spread my chakra around the same range of the rain, which since the rain would hit everywhere the mist is, the user of the technique would have trouble locating me, if at all.

Hiding in mist wouldn't be an adequate counter to the sensory. The rain drops would simply fall through it. Additionally, your logic behind the chakra being spread out is flawed. In our RP that doesn't mean much. Simply each drop has the user's chakra in it and allows for it to sense whatever the drop hits.

Most people never let this technique happen if they are fighting someone with Rain Release simply because Rain Release can be quite disgusting. But the sensory isn't a terrible thing. It can only sense what has form and what the drops strike. Now say the drop strikes an S-Rank fire technique. Logically the drop evaporates. Do you think you are able to sense the presence of the fire in that location? Think outside of the box on this one.

Well while I understand that reasoning first off Hiding in Mist is D-Ranked while this is C-Ranked. So right there is a difference in strength. But you still should look at things in a logical and physical way and how they would behave in our world as well.

Exactly. That makes perfect sense and is exactly what I was looking for.

Alright, excellent. The next technique requires quite a bit of leg work to perform successfully and to tell you the truth I've never actually used it myself. Now, simply you weave hand seals and spread your palms out. Now this traps them in a dense prison of water leaving them unable to move. However, it requires you to maintain contact with it. Although you can use a water clone to perform the technique. Now, try it out and tell me what you think. Be detailed on this one.

This technique requires a sufficient amount of water, which can be provided by expelling it from one's mouth. Once trapped the target is unable to move while within it due to the heaviness of the water. Because of the density of the water it can be used, to a limited extent, for defensive purposes if performed on oneself. Water clones can be used in preparation for the technique, which block an opponent's attack and trap the attacker in the prison using the clone's own water.

The water sphere then wraps around one of Itachi's palms. He pulls out one hand and the sphere continues to stay, but then when Itachi pulls his other hand out of the water, the orb dissipates and the tree branch is set free.

Unless water is a specialty, it doesn't seem like this is that effective, unless the opponent is someone unable to move previously, perhaps from being caught in a genjutsu. If I were to counter, I'd probably try to lock the user in a genjutsu so that his chakra control would be disrupted and not be able to use the technique. If I was willing to (though it's not worth it) I could at least damage the opponent's arm by using an electric attack, though this would be fatal to me and do minimal damage to his arm, so that shouldn't be attempted.

One question about this technique. Can I switch who is holding the sphere? Like if there is a clone present, and I'm holding the sphere, can I say that my clone holds the sphere and then I let go and do something else? (Don't know why I'm asking, cause I don't know how that would help in a fight, but I feel like it would be useful to know)

Keep in mind while you're in the sphere you can still mold chakra for essentially any technique. Just not weave seals as you cannot move. So even something like S-Rank earth armor, while over kill, is a valid counter that could be used to attack your opponent simultaneously. So, there are a lot of viable ways to escape this.

And I'd have to say no. The clone would be focusing on the sphere and maintaining it. So switching essentially would end the concentration. Make sense?

Great. Moving forward. This technique is the Water Replacement. Essentially we can transform parts of our body or our entire body into water with a low degree of structure to it in order to avoid physical damage. Now, I want you to be in depth with this technique. There is a lot to it and most of it you don't see with a technique with a short and simple description such as this. There are a lot of dangers to using this technique. Also, I want you to tell me the battle rules to using replacements.

Itachi grabs a rock and throws it straight up into the air. He then places himself strategically underneath the rock as it falls so that it would hit on the head. However, Itachi molds his chakra and activates his technique. The rock then falls down and hits Itachi's head and falls straight through. Itachi also realized he had to stay in his still position while utilizing the technique.

If lightning or fire based attacks were to hit the user, it would actually be more of an issue. If I were to counter, I'd attack the enemy with some sort of energy based attack, such as lightning to shock/paralyze them, or fire to burn/boil them.

Regarding replacements, do you mean substitutions or other variations? If so, I understand that those may only be used once per battle, in accordance to Rei's Battle Arena Rules.

Yes you can only use it once per battle. And indeed your counters are correct. Water replacements are extremely vulnerable to being electrocuted and being evaporated with B-Rank or higher fire techniques (remember elemental weaknesses and strengths apply). Now what do you think would happen if you use this technique and try to reform with an obstruction in your body? Lets say, a rock spike poking through where your stomach used to be when you are in your water state. What do you think the result is?

I would believe the result would be the rock being stuck within my body, as if it stabbed me normally, just without the initial pierce.

Yeah. You'll die if something like that happens depending on where the obstruction occurs. So whenever you use this technique or one similar to it be careful. Also, waiting on reforming is equally as bad as then they can just inflict damage on you in another way. Basically while you're in the state of water you can't actually defend yourself without a clone or an ally. So be very wary of using this technique.

Well, essentially to answer your question by the versatile ways you can shape it however you want. They use the example of the dragon with a gaping mouth. But in this case it can be done in a number of ways. Bear in mind the water will always form around you in short-range. There's an S-Rank version of this technique as well. It is practically the same thing, just stronger. Think of it as a better version of Water Release Technique.
