The question isn't can he use it but can he land it. Of course he can look at an enemy, charge up a chidori and go for them. If you read the manga you'd know it's the counter attack that is the issue. The sharingan is used to make sure he doesn't get rekt before he can land the attack. Imo it depends on Sasukes ability at the time as his reflexes and speed increases and the opponent. The gap between these two variables determines if it's successful or not. I'm sure you could make a graph or some shizz. Any Sasuke could probably land a chidori 1v1 against a samurai for example because they're skrubs and they only really have a sword for countering so it's more predictable. As for the rasengan/chidori charge after the Danzo fight, I wouldn't count it. They were doing their classic clash. No need to worry about surprise counters, he saw Naruto heading at him with a rasengan. That's just my synopsis anyway..
