Kage level is overrated


Pre-Part 2 Gaara was appointed to Kage and he got negged by Deidara. Frak, most of the Akatsuki are Kage level.

Look at the Leaf village before Jiraiya left for the land of rain. Tsunade and Jiraiya both agreed that Kakashi would probably be the next Kage and Naruto after him. Which had more to do with composure and leadership and not combat ability. Since Naruto had surpassed Kakashi by that point. You can add Danzo and Guy to the list but that's makes 4. Four people in the Leaf village, not including Tsunade who are Kage level.

Asuma said Shikamaru could be Kage but he's probably too lazy. He's smart enough, but not strong enough. Part 1 Oro could neg War Shikamaru no diff.

Lee is Kage level with Gates

Sakura is Kage level thanks to Byakugou + summoning

Hinata is jonin

Neji is Kage since he's a bigger, scarier Hinata.

Sakura couldn't do a damn thing against Spiral Zetsu's summoning. While Tsunade is strong than A who overpowered Gyuuki.

Hashirama died before Tobirama, who died during Hiruzen's young adult/teen years. He was much older when he trained 12-13 year old Tsunade.

I think comparing the Leaf Shinobi to Hokage gets you skewed result. Recall that 3rd Kazekage was the "Strongest Kazekage" and he got negged by Sasori. The same Sasori who died against beginning Part 2 Sakura and old lady Chiyo.

Gaara's father the 4th Kazekage was killed by Orochimaru and went down without much difficulty when he fought 16 year old Gaara during the war.

Gaara the 5th Kazekage, was beaten by Deidara. If Lee from the War or the Last were to fight Kazekage Gaara now, what do you think the results would be?

The Kazekages demonstrate how overrated the title of Kage is. People like Muu, Ohnoki, Gengetsu, 3rd Raikage and several of the Hokage set the bar high for what a Kage should be.

Hiruzen was reputed to know a lot of jutsu, and could use all 5 elements. However, Kakashi can use all 5 elements and Kakashi also knows a lot of jutsu too. Hiruzen's strength is relative to others in terms of knowledge but not really ability. Look at Hiruzen's students and you'll see what I mean.

Minato has his own jutsu he created, fuinjutsu (Uzmaki seals) FTG, toad summons, sage mode and his escapades during the war. Which including fighting the 3rd Raikage's sons (Ay the 4th Rai and Bee with Gyuki). Minato's a tough cookie.

Tsunade has the birthright of the Senju clan and tutelage of the 3rd Hokage backing her. She doesn't have a long list of fights or jutsu in her arsenal but her reputation in terms of medical knowledge and ability cement her legacy.

Actually, I think this is a really good point. While I'm not big into the calling Sasori weak for losing his fight, but the role of Kage is more than just a power level, even if all the Kages who have shown off their powers are very strong.

Shikamaru: High Jounin / Kojounin / S Rank like his father. He hasn't shown much to imply he's much better than his dad.
Rock Lee: Jounin / A Rank like Gai. 8 gates kills you. That is not consistency, and does not count for much in overall ability. Case in point: Naruto would've destroyed the whole village post Konoha Crush if he gave in to the 9 tails completely, but he would've lose himself with that.
Sakura: High Jounin / Kojounin / S Rank like Tsunade. After her exploits in the war, she only became Jounin before the events of the war. Although a Kage, Tsunade was shown to be the weakest of Leaf's Hokages. So yeah, surpassing her only amounts to so much.
Hinata: Jounin / A Rank. Natural progress. She would've needed to reach at least this level to become clan leader.
Neji: Jounin / A Rank: Neji died young, without reaching his full potential. Had he lived, he probably would've reached High Jounin level at least.


Of course, all of these are my perspective as of Chapter 700.

I'd say..:

Shikamaru - in terms of intellect he's well beyond Kage-level, but when it comes to power, no. He's mid/high-Jounin rank.

Hinata - as if. Hinata's still a Chuunin in "The Last" and her abilities aren't anywhere near Kage-level, and her intelligence is literally non-existent in the manga. She's low-Jounin, at best.

Lee - depends. Base Lee is mid-Jounin. Lee with up to 7th gate opened is undoubtedly Kage-level, probably mid-Kage. Potential ability to open the 8th puts him as the 3rd current strongest Shinobi, after Naruto and Sasuke.

Sakura - Byakugou plus Katsuyu summoning makes her low-Kage tier. She can definitely take on some of the weak noobs that are the current Kages (weakest generation, not counting Naruto, of course), and can take on Mei from the previous generation.

Neji - i wouldn't say he's Kage level, but War Arc Neji was pretty close. He could already take on Jounin-level opponents in Part 1, and was only killed as a plot device to promote a trash pairing. He's high-Jounin, coming pretty close to low-Kage.

Wow. Everything the K11 did during the war wasn't enough to cement them all being promoted to jonin. Considering what Lee did to protect the village in The Last; that's even more shocking.
