Hyuuga have lacked relevance and back in part one it was stated that the Sharingan's, or Uchiha's origins lied with the Hyuuga clan which is true enough, though not really... still more the Shinju's work. In short; to make the Hyuuga relevant and reaffirm that connection.

The majority of uchiha were also fodders according to sasuke only few uchiha were able to unlock sharingan so the majority of uchiha are also fodders
