Pretty much.I will be honest though that although there is not much development for both Sakura and Hinata considering they are all about their respective boys,Sakura had a little more personality outside of Sasuke unlike Hinata who proved herself a satellite character till the very endactually if you look closely it's the other way around.

Firstly, to start off with the comment itself; Whats wrong with someone who just had a relative die finding comfort in someone else? She put on a brave front in to cheer up Naruto, but that doesn’t mean she didn’t care, this is all too apparent by her expression in “Regrets”.
The warm feeling she got from Naruto gave her assurance
A woman finding a guys hand to be big and strong is often portrayed as given women a feeling of security. At least in manga. In a time of depression having someone to trust/ believe in helps a lot
There was no fangirling from Hinata in this moment. The moment was touching and even had romantic feelings intertwined, but at no point did she act lovey dovey with Naruto.

Chapter 540 [was it?] resolved that issue. Hiashi said to Edo Hizashi that Neji and Hinata are fighting side by side, as equals. Not to mention back in part one we saw how Hinata long with Hiashi and Neji were sitting and chatting together, which is a pretty clear indication their relationships were already being fixed up even back then.In 700 chapters,she never stood up for her fellow Hyugas who were forced to serve the main branch their entire lives.Who had a Curse mark placed upon them so they would forcibly work for the main branch without being able to live free.Instead she's all about Naruto,she willingly to sacrafice her life for him more than once,yet never stood up for her family.

And there is no need to such things when action speak louder than words. She protected Neji, was a look out for her division, saved the whole alliance from the Juubi alongside Ino, cried over Neji's death, and protected the alliance from Obito

All throughout the mission of rescuing Hanabi there were a lot of Hinata firting with Naruto type moments from what I gathered from cam rips and when Hanabi is in danger you shouldnt be so concerned that you feel you MAY have misheard "I love you" wrong so as to ask him to repeat itIs the novel considered canon?
