I don't believe he could do that with Raikir Chain and examples you mentioned, but I do believe he could wrap his PS blades and teleport it to the desired point. Seeing how Madara could despatch his blade from his Susanoo, and manipulate its direction to where he wishes, then it's fine to believe Kakashi can do that with Kamui instead.

Both used kamui and ama respectively on both themselves, their jutsu and their susanno. Yet their fanfic's fly (especially in vs) while our speculation is being treated as a impossibility.

Yes, unstabalised PS has done it. If a lower version can do something, a higher version can do it better.
