I dont see why he wouldnt be able oto spam it. His chakra is now auto restored. Similar to how madara could duplicate summoning a meteor twice with no exhaustion. That gravitation pull on that meteor was a technique that Im sure you would even agree had to be extremely chakra taxing, and becuase madara was edo he could pull 2 with no signs of exhaustion.
Also like how Madara could create 25 mokuton clones and each one could use susanoo also had to be extremely chakra taxing yet he pulled it off with no effort.
I believe as an edo hiruzen doesnt have any limitations on what he can use and how often he can use it.
Those clones will either be burned to pieces by hiruzen's clones katon or shredded by his Mulitple Shuriken jutsu

You use Madara as an example, but you really shouldn't. Madara is a very special case due to Kabuto's experimentation. He was a different Edo. Mลซ, who was not tampered with, same as Hiruzen, could not use Jinton after Fission Jutsu. Meaning that an Edo cannot spam their Jutsus, but their Chakra does still regenerate over time.
Those clones are the same as Orochimaru. Orochimaru tanks his Katon. Orochimaru and his clones simply dodges the Shuriken too, as if they would even harm him... Oh, and I forgot. Mayfly and Leech All Creation > Hiruzen's Elemental barrage. You restricted the only thing in Hiruzen's arsenal that could actually take Orochimaru down.
