Sasuke kicked his ass in the chunin exam staduim,then the match was interrupted.Temari,and Kankuro took Gaara and ran away from Sasuke for like an hour while Sasuke chases them,ready to fight all 3 of them with no rest while Gaara naps From the ass whooping he just received,then he wakes up goes Bijuu and acts like he's boss,and the CM gets in Sasuke's way.
Against Bee - Sasuke lost the CM which he had for years,mastered,and incorporated in his fighting style,and had the MS for a day,and he literally used Amaterasu for the first time in that battle + he didn't completely recover from his battle against Itachi.

If Naruto didn't have access to their chakra and didn't use it then how come he was running out of chakra? Why would Sasuke,who like Tobi,has the Sharingan and can see the Bijuus chakra within Naruto,say that Naruto was running out if he hadn't used the Bijuus chakra at all?
Naruto gained their special traits during those uses because he used specific techniques with them.Ofcourse the Four Tails chakra is going to be turned into Magma when Naruto decides to use a Magma technique.Ofcourse the One Tails chakra is going to be a special sealing technique when the One tails helps Naruto use a sealing technique to seal Madara.
Do you think their chakra is like that 24/7? Do you understand Nature Transformation? Turning chakra into an element for a technique?
