7th gated Gai > Minato in attack speed
Minato > 7th gated Gai in reaction speed
Minato > 7th gated Gai in top speed(to go from point A to point B) mainly with his shunshin or hiraishin

It's his striking speed along with the fact that his speed is continuous and he has absolute control over his body movements, whereas Ay's v2 burst is momentary and leaves him vulnerable due to the lack of body control he posses when compared to the likes of 7th Gate Gai which gives inhumane capabilities. Minato's striking speed got raped by Madara, Gai forced Madara on the defensive. Only because you can teleport doesn't mean you can hit with an insufficient attacking speed, as has been shown time and time again in the manga. Evani has made me see the light.

why would it be a draw? 7th gate isn't permanent. It greatly strains and exhausts the user. Once guy can no longer maintain it, which isn't too long. Then he becomes physically worn out, fatigued and slower. That's when it is time to strike. While in 7 gates, all you can do is not attack him and ftg away.
