Luffy is not yonkou material.
He will not be the one man power house like Whitebeard, Big mom, Kaidou.
He doesn't have that oomph to his name where big guys start running as soon as they hear his name.
Whitebeard was able to claim Fishman Island as his territory and stop the ongoing wars there just by planting a flag. Luffy can't do that yet because people still want to test their strength against him. Also Luffy is a snowball who rolls down the hill during an arc and becomes an avalanche of nakama and allies.
If Luffy charges in somewhere he would just be a snowball, where someone like Blackbeard, Shanks or Whitebeard already are a blizzard.
Luffy either talks sense into people who doubt him and becomes their friend: people like Vivi, all his nakama, King Riku etc. Or he slaps sense into them like all his opponents. But the end of the story is that everybody will answer to the pirate king. He might not be the strongest individual, but he has the strongest heart.

I don't think Luffy will defeat either of them. Big Mom will fight Kaido to repay Luffy for saving her daughter, Kaido will win high-extreme diff, and then Blackbeard will show up to kill Kaido and get the strongest Zoan DF.
Luffy is not a snowball. He is the winning trump card!
We already saw the effect his name had in the Colosseum when fodder began running away. I am pretty sure when he beats one of the yonkou he will have that Oomp Factor.

That is true and well and not debatable. But it is a power that makes him a yonko everyone knows when straw hat shows up. THE SQUAD shows up.

As for your last line, that was what I was saying. There is a difference if Luffy shows up or if Whitebeard, Kaido, Big Mom or Shanks show up, with or without crew.
Luffy can't walk into the war of the best and change the course of it, he needs to win over the hearts of people first and make them follow him. If Whitebeard shows up, everybody follows him no questions asked.
Luffy does not have to power to be at that point where nobody is even thinking about attacking him. Luffy doesn't have that yonkou intimidation where even Doffy shits his pants by hearing Kaidou's name.
You are assuming a lot. Luffy had to win over people in war of the best because he had not even met them before. Whitebeard, shanks and kaidou have been in those sees far longer than luffy. So they practically know all the top tier. And if you remember all the people in MF did not follow WB without asking questions (like squard or crocodile).
I think the highlighted part means "does not have to power up to be at that point"
But he certainly has to power up to that point because he has to defeat the yonkou. It cannot always be Luffy + 5 allies vs Kaidou OR Luffy + 5 allies vs BM OR Luffy + 5 allies vs BB. (I am talking about boss fights here)

Why wouldnt people panic and flee when they heard the name of the man or saw him in the flesh. They do. All the time. The only people that challenge him are nuts.
and after (assuming he will) beating big mam WHO IN THEIR RIGHT MIND would be willing bar and hold nut jobs to attack him by thierselves? You make it seem like luffy by himself is a joke. Luffy by himself took down pletny of Shichibukai and a god. Luffy isnt a joke who needs people. Luffy is great thats why he has people.

Who gives the title of yonko? The world government? Or you take it by beating another yonko?

It's a title that's earned by the public once you've reached a certain power level, and aren't already holding another status.
It's not a choice that he gets to make whether or not he wants to be a Yonkou, it's a title that the public gives them.
If he does f around and beat a yonkou, he's gonna start getting called one..
