It's a title that's earned by the public once you've reached a certain power level, and aren't already holding another status.

It's not a choice that he gets to make whether or not he wants to be a Yonkou, it's a title that the public gives them.

If he does f around and beat a yonkou, he's gonna start getting called one..

Luffy will be a yonkou just like he became a supernova, it will happen on the journey without it being his actual goal. After the big mam clash the mermaid island will be his territory so that may make him a yonkou in place of big mam.
