Description: This technique is based upon the user’s grip strength and specific muscle control gained from years of taijutsu training. When a sword strike (or any other weapon) nears the user, they will utilize their increased grip strength to stop the weapon in its path. This can be used on A-rank and lower attacks. Utilizing individual fingers, the user will stop an incoming sword strike by pinching the blade between the tips of the middle finger, pointer, and the thumb. This avoids the sharp edge of the blade while also stopping the weapon from reaching the body. Utilizing the remainder of the body, the user will also negate the momentum from the attack by tensing the muscles at precisely the right moment to counteract the incoming force. Another variation is using the open palms of both hands to intercept the attack. This attack can also be chakra-infused to stop chakra based attacks up to the same rank.
Note: Usable three times per battle
Note: Requires mastery of taijutsu and NB taijutsu due to extreme muscle control (non-restricted)

Description: The user begins by being in motion this can be anything from a full on sprint to a simple step forward. As the user is in motion he catapults himself from the ground in an extreme spinning motion towards the target using his raw leg strength and a massive amount of chakra to torpedo himself forward colliding with anything in his path. As he does so the user releases chakra from every area of his body creating a dense aura that engulfs him as he spins toward the opponent at a fast pace. If the user is able to strike an opponent directly he would do so headfirst with the top of his head reinforced heavily by the use of chakra and the dense aura that surrounds him.
With the momentum of this technique the user is able to move from mid range to short range at a quicker pace being a bit faster then what he can do running full sprint towards someone. This allows him to create and exploit an opening in mid range or exploit an opening in short range and push the opponent back while doing moderate damage to him. The attack itself has enough force behind it to knock an opponent away up to five meters while also breaking bones such as the ribs and bruising muscles and internal organs leaving the opponent somewhat weakened by the attack. It can also cause moderate friction burns and lacerations due to the chakra aura.

Description: The user concentrates their raiton chakra and then channels it through a weapon. The weapon can be anything; sword, kunai, shuriken, explosive tag etc. The raiton chakra is incredibly concentrated and the user utilizies his chakra control to keep the erratic nature of the lightning in check, so that no crackling or sparks come flying off the weapon. The only sign that there is any difference with the weapon is that it glows a pulsing blue because of the lightning flowing through it. At the users command the raiton chakra will begin to emanate from the weapon, increasing the weapons brightness as the lightning is steadily released from it. This makes the weapon release a blinding flash of light and it continues to give out this dazzling light for about half a dozen seconds but the user can end it early if he wants to. The blinding light has no effect on the user as the raiton is his own chakra.

Note: This can be used on large amounts of small weapons, like a bunch of shuriken or kunai but they must all be imbued at the same time and the technique must be repeated to use the jutsu on another batch of them.
Note: Any large weapons must have this jutsu repeated to be used on again.

Double rainbow? What could it mean?! (Subtle Lux reference. Man, the Lux Lich Bane days...) Anyways, issues with this. First of all, it makes sense for it to go through a regular weapon, but explosive tags and smaller weapons? That doesn't work at all. They can't channel or focus such a sheer amount of Lightning chakra. Also, I'm confused as to the point of this technique. Does it do damage? Does it simply blind? Why is it even S-Rank?

Shuriken being small and not being capable of focusing a large amount of raiton chakra can only give off a weak flash which would only hinder the opponents peripheral vision. If the weapon is larger like a sword or an axe than the blinding light would be much more powerful and the opponent would have to either look away or close their eyes because of its strength and might even leave permanent damage to their vision. The weapons still have their offensive abilities, which aren't boosted by the electricity at all because of the condensed manipulation.

Declined. A few things: Overal, the jutsu isn't all too bad but there are a few essential things wrong with it. The light would blind you, as the chakra to up the light is yours, but the light itself (as light isn't essentially raiton, but you make it so that it is) isn't, as it is an effect of the raiton (lightning CHAKRA) creating lightning (not chakra) which blinds you. The light is thus an effect, of an effect created, which would not have your chakra in it directly, as it is not a direct result of it. If you could somehow manipulate it though, that it bends in a certain way, or specify that it the light only moves a certain way, that is a different story. Also: it's borderline light release, which is a CE. Hence why I'm a bit reluctant and strict about the having to be very specific.

Through expending some extra chakra, the user can extract the water residing in mud, swamp, oil and similar liquids. Once the water content of the targeted semi-solid/liquid has been depleted, it will lose its watery consistency. Swamp and mud sources will harden into rock once they're devoid of water content and other liquids will simply leave a residue of miscellaneous by-products. Size is taken into regard so large-scale water jutsus cannot be made from a small puddle.Activating this ability is instant and does not consume any time whatsoever. The reason this technique's activation is instant is because stand alone it does not do anything and its effects are only initiated when the user utilizes a Water Release technique.

✦ Declined, this is just extraction of earth, water based items into water, something I remember seeing before, though i cant recall if it was approved or not. Plus, I wouldn't allow this with earth based jutsu anyway, it's just a method of getting around using water jutsu with no water source. ✦

Description: The user concentrates his suiton chakra and sends traces of it inside an earthen structure. The traces of suiton chakra while small are abundant throughout the structure, and the larger the earthen structure the more suiton chakra will be stored inside it. The suiton chakra can remain stored there for a turn but if the earthen structure is destroyed before then then the chakra then dissipates harmlessly. The user can form a single seal with one hand, as a means of activating the jutsu, and convert all the suiton chakra into water by increasing the chakra of the traces and then making it take the form of water. This makes the earthen structure seemingly explode in a burst of water and debris from the structure which would crush and drown any opponent caught in it

Note: The chakra only stays in the structure for a turn

[Futon : Sōdaina Kaze no Fenikkusu] - Wind Release : Grand Wind Phoenix

Description: The user will gather wind chakra and focus it on the sky, approximately twenty meters above ground. He/She will use the wind chakra to create, and manipulate already-existing wind currents and compress it to a large and pressurized mass of wind resembling a phoenix, and is the half the size of Gamabunta. When the phoenix is fully formed, it will explode into a large and powerful barrage of mini phoenixes that are the size of Aburame bugs and will come down towards the ground and the opponent. The force and power of the individual phoenixes is so great that it is capable of going through three meters of solid, no-rank earth with ease while dealing slight bruises and cuts to an enemy, should they be hidden underground. With the use of a single hand seal, and maintaining that hand seal, the user can manipulate the course of movement the little phoenixes are aimed at to target the enemy, which would allow the user to avoid getting hit by his/her own technique.

Description: Hands of the Righteous is an illusionary technique that takes control of two senses: The sense of Sight and Touch. The user will use hand motions to place their hands and cross them across the chest. After doing so, the user will disrupt the normal chakra flow of the target(s) to cast an illusion to one or more targets. In the illusion, the target(s) would feel arms/hands sprouting out of their body, depending on where the user wants the hands to appear out of. This is where the sense of touch comes from, where they would feel the limbs coming out of their body (which won't hurt or anything, just give off a 'weird' feeling on that area), and the hands would be able to make contact with the enemies' body and they'd feel it as well. Depending on the usage, the user can use these hands to do a multitude of things. For example, the user can touch the enemy as a distraction, like tickling or having the hand sprout out to cover the enemies eyes, blocking their vision. Or, if the enemy is running, the user can have the hands sprout out to trip the enemy in the illusion, which would cause them to come at a complete stop in reality. Offensively, the user can use the hands to break bones, like turn their heads a full 360 degrees, causing immense pain or using hands to punch the enemy, which is within the illusion, of course. The usages of it depends on the user's creativity and imagination; of course, there is a maximum of ten arms/hands that they can use in the illusion at any given time.

Declined. While the idea behind this genjutsu is very out of the box and original (kudos to that), the effects and possibilities do not make sense in accordance to the rank and power level of it. First of all, you are on the verge of telling how someone feels in the genjutsu (saying that he won't feel the arms sprout out). That in itself is normally an auto-decline, but it also feels like a safe-lock for you. The pain of them sprouting hand all over their body would break the genjutsu, which in itself makes the illusion illogical as there isn't a reasonable way how it wouldn't hurt the opponent. Second, the neck breaking part... Come on man, their head gets a full rotation, and it causes "immense pain"? He would be dead, and by that standard again, the genjutsu would break.
Also: usable 4 times? howmany times are you going to break someone's neck?

Try to re-assess the boundaries of your genjutsu. The hands sprouting out without hurting is doable at best, but not with the current powers it has.

(Suiton: Mizu Kamigami no Zangyakuna Fukushū) - Water Release: Atrocious Vengeance of the Water Gods

Description: With the use of three hand seals, the user can summon forth a large vortex of water around the enemy and the user, or around the enemy only. The vortex of water is circular, with a maximum diameter of 15 meters and a minimum diameter of five meters therefore, the target must be within mid-range. It reaches the height of twenty meters and spins at a dangerously fast speed, such that physical contact with the spinning vortex would be capable of cutting off limbs. The vortex itself is more like a spinning wall of water shaped like a circle rather than a vortex, because it is hollow inside and serves as a water source and to keep the enemy inside. Once the "vortex" of water is created, the user, with the use of shape manipulation, will shape hundreds of basketball-sized goldfishes with pressurized 1 foot horns. They attack from all directions, except the direction the user is standing on if he was to create the vortex around him as well to avoid the technique from backfiring. They jump out of the wall/vortex of spinning water as if it was a river and jump out to attempt to impale the target(s). The goldfishes jumping from the walls have a long-reach, therefore, they are able to jump from one side of the vortex and land on the other one and continuously jump back and forth to repeatedly attack the enemy.

Declined. Clean up the description. You're throwing visualization into it at every sentence. Is it a vortex or a circle? Isn't a vortex circular? You're contradicting yourself over the course of two sentences. Also, an amount of water such as that, materialized out of thin air is a bit overkill, especially given the shape manipulation and control you need over it (as it spins fast enough to cut off limbs. Also, you can probably release it during the same turn? How does that affect the power? You need to try and incorporate these kind of things.

Suiton: Pengin no Sutikkī Mizu - Water Style: Penguin's Sticky Water

Description: Ivlivs, a legendary weapon forged by Medea herself, was a coin roughly the size of a golden drachma, but is actually an aureus made completely of imperial gold, making it indestructible. The coin's two sides have Julius Caesar on one and an axe on the other, which refers to Caesar's victorious conquest over the barbarian tribes of Gaul (Southern France), which were represented by an axe. The coin was found by Ashitaka during a trip to France. He visited an old battlefield where the Roman Legion battled the Gaul, and saw a golden coin laying on the ground. Thinking nothing of it, Ashitaka picked it up and pocketed the coin. In his room in Konoha, Ashitaka flipped the coin to decide a silly question of his, heads being yes and tails being no, but was alarmed to find out when he flipped the coin, it landed on it's head side and begun a transformation. The coin turned into a three foot long imperial gold sword once it landed on heads, and on tails, it transformed into a five foot long lance. Due to Zues' blessing, any raiton channeled through the sword or lance gets a ten damage point bonus. An ability that Ivlivs' sword form has is that if Ashitaka channels raiton chakra through it, raiton armor in the shape of a giant penguin materializes around the user. The giant penguin shroud is an A-ranked ability and follows the elemental strengths and weaknesses for raiton. One ability that Ivlivs' lancer form has is that it can conduct incoming electrical attacks, and by thrusting Ivlivs' javelin form at the opponent, the incoming raiton will be expelled at them in the form of a lightning bolt. This ability is D-S ranked depending on the incoming raiton jutsu's rank. Ivlivs is very loyal to Ashitaka, and if anyone other than him tries to utilize Ivlivs, it will begin to glow and spark a little, purely cosmetic, then transform back into a coin.

Note: Once Ivlivs has been flipped, the user cannot flip it again for a turn
Note: All abilities Ivlivs grants the user can be used thrice per battle with a turn cool down in between each use

✦ Declined, for one the Penguin thing makes little sense in relation the Ivlivs. Secondly, it creates an Elemental Familiar around you created from lightning, done before, only difference is you make a Penguin here. And now you've made the javelin ability more confusing: By one line, you seem to imply that the lightning is created from the javelin itself and travels outwards. Then, you later start it's based on the incoming jutsu rank, making it appear as if you are using incoming Lightning jutsu to counter or something. Whichever it is needs to be clarified and no to the multirank part, choose a rank and go with that. ✦

Description: The user will channel their raiton chakra into their hand and stretch it outwards, resulting in a flash of light to appear. Once the flash of light dissipates after a quick moment, two human sized penguins made of raiton can be seen on the immediate sides of the opponent. To make the raiton penguins appear, during the flash of light, the user would channel their raiton chakra on both sides of their opponent. Anything in the middle of the penguins would be stunned for a short while as the user dashes as fast as they can towards the stunned target to perform a numerous amount of slashes with their sword. After performing the combo, the user will channel raiton chakra into their sword once more and thrust it at the opponent and release it upon making contact, resulting in the opponent getting thrown meters away at high speeds with unfocused raiton crackling over their body.

One ability that Ivlivs' lancer form has is that it can conduct incoming electrical attacks through the tip of the javelin, and by thrusting Ivlivs' javelin form at the opponent, the incoming raiton will be expelled at them in the form of a lightning bolt. This ability is a-ranked. ✦ Declined, for one what's up with the name? It should have both the Japanese and translated name. If a translation cant be found, you can at least post it twice like ( Ivlivs ) - Ivlivs. Also fix the background, France, Gaul, etc dont really exist in the Narutoverse. Turning into a lightning enhanced lance that is controlled by whistling would be much akin to a Sound jutsu, while not directly being one. Controlling a sword remotely is already a canon jutsu, I dont see it would be needed here either. You should put more thought into this and Greco-Roman mythology, as that is what the stories follow ( For example, Jupiter and not Zeus ) and his relation to lightning and thunder. ✦

You need to clarify a bunch of things. Firstly, the oil rain. Exactly what is the range of this? You said it forms above the user, but if it's only raining on him, then what's the point? Also, standing on top of him without others being able to sense his presence? How is that logical when

Declined. Most of it doesn't make sense at all. First of all, he's able to stop only C-rank ninjutsu? So D-rank hurts him? Also, the oil being integrated into his skin would make him highly weak to fire techniques as the oil that pours over the battlefield is highly flammable as well. Secondly, otters cause rain? I don't get what this has to do with your jutsu, apart from it giving you a reason to say your otter can summon oil to rain down. Lets say he does rain down oil, does this cost him mana per turn? Also, definitely no go that his chakra can't be summoned in a pool of water. It makes no sense. Please give a more logical reasoning to everything for it to be approvable

Description: The user performs string of 6 hand seals and slams his hand to the ground quickly. Following a small puddle of mud appears beneath the hand of the user. From the opponent's perspective it would appear as just an ordinary puddle, but deep beneath the puddle underground lies a special creature. The underground menace, a cross between a rat gopher and mole is the epitome of the perfect mobile earth based create. Made of condensed and solidified earth its appearance of sloppy mud is from the mud that constantly drips down onto its body. The underground menace has the innate ability to sense vibrations amidst the ground via the connection it shares with puddle of mud. The beast is capable of moving underground at the same speed of the user and is unaffected by A rank and below earth jutsu due to it being made of condensed earth. Being comprised of the user's chakra all detections of vibrations are felt by the user as well. The beast moves on its own but requires a constant flow of chakra to keep that link with the user. Without that (-10) the menace can sustain itself for 3 turns. When it moves the puddle can be seen moving above ground, which makes the menace an easy target. Once per turn the menace is capable of striking below the ground to protrude a large spike from the ground to attack or defend. (Counts as a move of the user's)

Declined. DNR. Sensing vibrations due to the pool of mud makes no sense, as the mud doesn't cover everything. You'd only be able to sense what happens directly around the mud (and the range would be low), not everywhere. And then there's the rest. Just no.

Once in range the user can then reverse the rotation of the vortex and extend the wind outwards from the shield, creating a spiralling lance which pierces the enemy after being pulled close enough. The wind lance will extend up to 10 feet.

By discharging lightning once the object is flicked/hurled at target, the projectile is used as the tip of a destructive lightning discharge of great sizes with follows behind the object. Though with each shot the power is divided equally ( 3 shots = C rank and 2 shots = B rank, each).

By standing merely on one foot alone, representing the point of balance, the opposite leg extends vertically upwards in a perfect angle to strike targets in a higher position than that of the user - this can be used so long as the opponent is on higher altitude than that of the user's feet, i.e, a target could be standing and the user who is placed into a ducking position could still use this technique if their stance allows it. Because the entire physical power is all poured into a single point of impact, the power behind the attack is so heavy it creates a small crater beneath the user's foot on the ground, and deals significant damage to it's target as well.

However because of the large amount closely placed together, these bones are not dense or thick, rather slim instead. Because of this, instead of protecting the user from body blows with their hardness, rather the steel hard scales have a shaving effect when it comes into contact with opponent(s) if contact brushes off at opposite motions, essentially shredding through their skin. Following the same flow of the scales however would result in no damage.
• Can only cover a max of half the body at a time. And the scales can otherwise be fired as projectiles with a long reach, following the same speed of Finger Bone Bullets.
• Can only be used thrice per battle.

Declined, DNR. Kaguya bones are tough as bone (ha, pun!) to begin with, and inherently can't be broken by techniques that aren't empowered. Also, this is basically a defense and offense technique, as you can still fire projectiles. Too overpowered.

Like a chop, but the inside of the hands is used for the strikes (predominately the side of the thumb and pointer knuckles instead of the pinky finger region) performed with an inward whipping hook type motion, driving fierce pounding strikes. Because of range of motion, the blows would generally be aimed towards the sides of the head or low if done vertically to be most effective, however, by swaying ones body slightly like a tree bends in the wind, a user can lean their torso regain out of the way of a strike pulling back the shoulder blade while extending their striking arm outwards, striking straight striaght forwards with the attack, dodging and counter-attacking almost in one motion.

This is particularly useful if one has been sent flying in the air and wants to regain a sense of control, by performing this jutsu they will be able to stop the uncontrolled movement and hover for a brief moment to give them enough time to assess their position. As a secondary application of the jutsu, the any jutsu that would normally cover the opponent would be pushed off and away from the user, so long as they are able to move their limbs. Declined: edit out the part about being able to re-position yourself as it was what declined your previous jutsu as well. I like the idea behind it for the rest, though it is somewhat generic but it reminds me a bit of a Jetpack. The only thing I want you to certainly edit out is the part where Specialists can perform it a rank higher. It makes no sense, because in our RP specialists don't work that way. The chakra and damage would also have to be edited if specialists can use it a rank higher, which you did not alter either. Apart from that, I don't have a lot to say about it.

Declined: Overall the summoning is ok, but I need you to specify it a bit more. Your note is rather confusing in that it's somewhat contradictory. If both heads use a jutsu, the count as 2 moves. Do you mean the heads work together to make one jutsu? Do you mean both heads use a separate jutsu? Do you mean if they combine their heads for a jutsu it has more power? You are somewhat unclear on this and it will need some more clarification. Also, having two heads on the same body still makes it so they can't two jutsus at the same time, considering it is still 1 body and thus 1 chakra pool that 'it/they' share.

Declined: While I really like the idea behind this jutsu, and it certainly utilizes the "waste of water", I can't help but see the contradiction again. You state they move very fast (try to avoid using vague terms like these, as it will give you an auto-decline most of the time) you also state they can be seen by the naked eye. Are they blurry when seen (due to the speed), or do you see them clearly? If clearly, they can't be moving that fast, and if blurry it means they move to fast as we're talking about 90-250 km/h. Taking into account the fact that these are pretty small, and water is transparant for the most part, it can be a bit deceitful. Try to give it a bit more restrictions, and tone it down in terms of speed and raw power. It won't be penetrating a huge wall if it's A-rank. It would if it's B-rank, but it would still be put to a halt. Also, you messed up the template. Type first, then rank.

(Katon: Moeru Onara)- Fire Release: Burning Fart

Unlike similar techniques this one does not explode on contact with an object, but instead disperses after the damage of a solid strike is done. This is because this technique's chakra composition is specifically designed to maintain its shape when striking a target. Due to this characteristic, and the velocity of that the "bullet" is fired, this technique releases an incredible amount of pinpoint force upon contact. This force is enough to easily break bones and shatter most defenses making it a highly dangerous skill. Also, due to the speed of the "bullet" this technique will not by instantly incinerated by anything other than an one rank below fire technique. As such this technique will pass through, and ignite, on lesser flames which will cause fiery explosions on contact with a target.

Declined: explanation is vague. Only one rank below fire techs can incinerate it? If you put this in, you might as well put in what higher ranked fire techs do to it as well. Respect the elemental strength and weakness table. There is no need to put in what Katon does to it, as a rank lower fire tech will disperse it and higher ranked ones will absorb it (depending on the type of jutsu). At the same time, another A-rank win technique will cancel it out all the same. The thing I find the weirdest is your restriction. Why put in that it will only be B-rank the second time you can use it? There is no incentive for this, as it doesn't affect your body. If it did, all your wind jutsus would be weaker as a result.

It can also be used as a weapon by releasing the chakra from the mouth before using shape manipulation to create a solid spear, the solid spear can be throw or can be used to attack the opponent, however it can still split the points into arrows and attack the opponent into a solid form.

Declined: I changed the wording a bit to make it more readable, but you have to work on this. I also removed the second restriction, as evading without countering the jutsu is not allowed in our RP, only if a jutsu is used for it. As for the actual jutsu, I don't agree that the three "arrows" of the trident can still be released in short range, when attacking the opponent. Change it so you're able to do so when you throw the trident.

I'm really confused about this jutsu. So you say a hammer forms in your hand, but so does a wind above the opponent? And what of the hammer itself? How large is it? So is this supposed to work like Earth Release: Dropping Lid? Because I'm confused as to how it is logically linked to the "mass of Wind" that forms above your opponent. You can't just drop the hammer to the ground and have that mass of Wind come down at the same time. That makes absolutely no sense.

A maximum of two layers can be released in one swing, and the strength of the wave created is increased depending on how many layers are released. If its two layers then an A-rank wave of wind will be given off. The other way that the hammer can be used is when the user drops, slams, throws; anything that means the hammer will be touching the ground. When that happens the remaining layers are all released at once and an A-rank wave of wind is released omnidirectionally and it is capable of pushing the opponent back a range(so if they're in short range they'll be pushed into mid range) and giving them deep cuts. If the user uses this then the hammer is instantly dispersed afterwards.

Declined: while the core foundation behind this CJ is excellent, and refreshing (kudos to you!) I have one small issue. The fact that you need to be able to keep the layers together with chakra, and that you can use it whenever you want means you have to maintain the technique (even if it's only to keep it together) to keep it active. This small issue makes it so it's impossible to use other jutsus while using this one (except if you have yin-yang). You'll need to work around that in order for it to work. I also noticed your format was wrong with this jutsu. First type, then rank. Not the other way around. Keep it in mind as it will auto-decline it for this turn.

The user may also channel his chakra in the water source and manipulate it to get the desired result. These bees have the body of regular sized bees, four small wings that enables them to fly and an inch long stinger which are as sharp as a needle thanks to the wind element. These bees are made from a total of 100 meter cube of highly viscous sticky water, that when bursted, can immobilise the opponents and reduce their area of activity. Once created, the user can form the seal of confrontation and compress the bees till they burst like an explosive, causing damage and spill the viscous liquid all over the enemy. This happens due to the wind chakra present in them, which bursts on too much compression. 5 bees are capable of causing destruction as good as a single paperbomb.

Description: The user molds a massive amount of fire chakra into his fist. With the opponent within short range, the user will punch the air releasing that fire chakra through the arm and fist shaping it into Falcon shape, which travels to the opponent scooping him up and taking him into the air. The user will then perform one hand seal causing the falcon to disperse incasing the opponent in a fiery inferno.

Declined, too generic. Try to be a bit more creative in how you create jutsus. Especially if you create jutsus out of other universes. It's likely that several have been made that are just the same, or that are 90% the same.

Description: A hand crafted staff created by the air nomads of old, the staff itself is made from a special type of wood that is sturdy as it is and also mixes incredibly well with chakra making it incredibly solid and dense when the user inserts his chakra into it to the point that a sharp blade infused with wind chakra or lightning chakra can not cut through it, the staff itself is crafted to match the user's specifically and is thus unique to the user and cannot be wielded by anyone else, it is just a little bigger than Kirikoe himself coming to 5,10" in height, However within this staff lies a few secrets, being that it also doubles as a glider, its ability when activated with chakra is to control the natural air currents around it which allows the user to fly due to the air currents being manipulated around the glider. This glider can be used to maneuver/stop the user if being thrown through the air to take control of himself and can use evasive manuevers in order to dodge incoming jutsu however dodging an incoming jutsu in this way counts as one of the user's 3 jutsu.

The staff/glider can be used to perform wind techniques which requires a fan however must have the glider at one end open to do so, so that it resembles a fan. It can be used to perform normal wind techs as well which do not require hand signs

Note - User can still perform jutsu whiles gliding however must still have his hands free for jutsu which require handseals
Note - User can only remain in the air for 3 turns and must wait 2 turns before taking flight again
Note - User can only take flight twice per battle

There's a difference between flight and gliding, saying it gives you the ability to fly should be removed. The dodging needs usage limits and it needs to be clear that not all attacks are dodgeable.

Description: The user starts by forming a single hand seal, then focusing a large amount of Wind based chakra around themselves. With great chakra precision, and focus, the user forms several warriors made of Wind that each don an ancient shield of a spartan warrior and a spear, all made of condensed wind. The warriors are all the normal size of an average man and form a protective phlanx around the user (a common formation used by Spartan warriors). In their initial form, the soldiers merely protect the user against outside attacks, following the strength and weaknesses of the elements.

Once the user has been protected, the user can form a single hand seal, to cause the Wind based Spartan warriors to release their spears forward from all directions, performing an omni-directional attack. These spears range up to Short range, and can deliver blunt damage. The user can also disperse the warriors in a powerful whirlwind that blows around the user as they disperse, which would deliver blunt damage and hit back opponents.

Declined: Add if you can only move them simultaneously, or if you can move them separately and so on. It can be unclear if you use it in battle, and that will just lead to arguments.
