Hmmmmmmmmm. This is a tough one. She really need to learn Rotation because that is a very good defense move. I would say this could go either way. Hinata isn't exactly as sharp as Neji when it comes to combat but she has gotten better.

Current Hinata is about as strong as pre skip Neji. But she isn't as good of a fighter. Kidomaru wins fairly easily

Yes but second Databook gives Neji 25 and 3rd gives Hinata 21.5
The lack of kaiten is also a disadvantage
