Do you think most governments seek world peace? Also, naturally, Naruto would fight the people that were trying to kill him, his friends, and innocent people. Honestly, if some up barged in your house and pulled out a knife and said he needed to kill you and your friend to achieve some sort of twisted "good" goal, would you just stand there and let them?
