Answering your original question, it's because it isn't completely war oriented, but more inclined towards concepts about peace and suffering. Even Ichigo, in Bleach, is skinny as hell, so is Luffy. Also, I think it's to draw the characters faster. Detailing the muscles and all takes quite some time. And, one more point I forgot to mention. Japanese people are known to be feminine, muscular wise, height wise and general behavior. Nothing wrong in it though. You don't need to have an eight pack to be manly. Naruto can own people 1000x his size easily.

it does. men bodies are defined by their muscularity. i do not mean steroid like level but greek ideal body. I grew up in house where staying fit is very important. there are no chubbies, fatties and other monstrosities. my father, physics prof is in his 40 and his body looks much better than most of anime characters. my mother, after giving birth to 5 children is slim and fit and she is working 8h day every day. there is no excuse for being a whimp. it islaziness.

I wonder whats the reason why kishi abandoned development of muscles: I think it just might be a tribute to these 'modern' men who are more girlish than girls themselves.

What in gods holy name are you talking about? They look completely fine. Obito looks like a normally fit dude with his shirt off. He's not gigantic, he's normal. Doesn't mean they're a whimp or lazy. They don't ****in' weight train in Naruto, they stay fit by functional movement training.

I however come from a similar family and we were all athletes growing up and it was a part of our lifes that the body is as important as the mind, ie Bruce mother****ing Lee.
Side note, read the Book of Five Rings by Musashi. Japanese samurai who basically says from the beginning that without a strong mind the body will falter and without a strong body the mind will decay.

Usually, it seems like the buff body people are just to show the power progression of the main characters. Seems like many mangaka's use this type of person as an example of 'the mistake of relying on your own power' type of thing or simply to portray arrogant characters. People in japan must not like really buff people.

character physiques are more realistic in Naruto than DBZ. In DBZ, there were kids no older than 13 that had the physiques of ppl 2 or 3 times their age.

Have you seen the physiques of ninja and samurai, not bulky. Because that defeats the purpose of what ninja do. They're not gladiators. Use context when you make judgments. Plus they're also 16-17. Plus like many pointed out, the older characters tended to have bigger builds.

I go to LA fitness a few times a week when I can get myself out of bed before work.. But that doesn't mean I expect every combat oriented show to fit the American need for built muscles.

Besides Naruto characters are not relying on brute force the way a wrestler would. Their power top up comes mostly from their spiritual energy- chakra. Not to forget much buffed up body is rather a hindrance in quick movements and jumping around as a ninja, you know. If they look normal, they can blend in more easily for stealth job. So I don't mind.

Seriously though, you should not ignore is that drawing a character and conveying the idea about his age and maturity level by drawing alone is not easy, On top of it if it's a manga you need to draw it repeatedly for several panels. There is only so much time one can give it. Then artists have their own style. Kishi uses only as many lines as he needs to depict the idea he wants to convey about a character. You would notice that he uses more prominent muscle tone on relatively older characters instead of the younger ones also as a medium to differentiate.

It also depends on theme of the manga. Most of the character in the manga keep their clothes on for the most part. For the theme revolves around conflicting morals and way of thinking in the back drop of war. It's not about how much a character can lift or to show-case personal awesomeness as the main purpose.

It's been 14 years since Kishi started drawing it If people were dissatisfied with art Naruto wouldn't have made it this far so most people find the character depiction alright.
