I'm pretty sure if Sasuke would be living in Texas and he was over 18 years he'd get the death penalty. He killed a few people. LOL

Oh and not to mention that thanks to him, Obito got a part of the eight tail's power, which resurrected the incomplete version of the juubi.

not about forgiveness. those samurai are people too, and he invaded their country and their military base. he attacked an international summit of world leaders. he also attacked bee, another nations jin. he also joined 2 criminal organizations.

he was still the elected hokage, at least by the daimyo. samurai are people too. he joined 2 criminal organizations. attacked another villages jin. helped them complete the juubi. and invaded a foreign land to attack a summit of country leaders. he's a criminal.
