For years it has debated about whether or not Tsukuyomi and Amaterasu were required to unlock Susano'o as stated in past databook entries.
Many took Sasuke's statement of "Double Mangekyou" as disproving the Tsukuyomi and Amaterasu debate, which frankly didn't make much sense, as unlocking Tsukuyomi and Amaterasu was unlocking a double mangekyou.
Then Madara showed up with his Perfect Susano'o, and we all thought the debate would end. But alas, he never showed his other MS/EMS techniques.
More recently Kishi revealed a special Susano'o in Shisui Uchiha for the upcoming Ninja Storm Game. Of course, this was hardly credited, as including this as cannon would also include Mecha Naruto and Mecha Kurama as cannon as well. :|
Finally with Obito's death, it seemed we would never get a proper answer to this debate. But as much of a BS Asspull path it was, the path that led to Kakashi's unlocking of Perfect Susano'o finally ended the debates for good.
In conclusion, I was wrong. I admit it. I'm not ashamed, as it was impossible to disprove or prove. This however does not change my opinion on Sasuke having Tsukuyomi

This is key to explain: Why would Danzo compare a technique Sasuke used to Tsukiyomi's ability to control time perception in order to some up the quality of the Genjutsu, when Tsukiyomi is the only technique that has been shown to control time perception? Let's say for example, you are looking at the quality of a car. Would you say "This car is pretty good, but isn't THAT good because it can't travel on water like that boat over there?" No, because summing up the quality of something with a trait that is impossible for it to possess would be brain-dead. Why mention the time-controlling aspect of Tsukiyomi if the technique Sasuke used WASN'T Tsukiyomi? Why compare it all to Tsukiyomi if it wasn't Tsukiyomi, especially when Itachi has far more well-known Genjutsu to compare it to? It's not like it was just for the sake of riling Sasuke up via psychological warfare, as just saying "You're not as good as Itachi" or "Itachi has even better Genjutsu than this" would suffice.

That's pure bull! Shee was watching and analysiing Sasuke and clearly stated that one eye's power was casting amateresu and the OTHER eye's power was controlling it. So far we have not seen an eye with two abilities. Morever, Sasuke knows about tsukiyomi but NEVER even once called his genjutsu by that name, because he knows it's not tsukiyomi obviously. Danzo was comparing Sasuke and Itachi, so obviously he would compare their genjutsu. The reason he was comparing them was because he saw Sasuke use amateresu, so obviously he'd compare Sasuke's genjutsu to Itachi's. There's also the fact that everyone in that battle who made a comment about their genjutsu (Danzo, Tobi, and Sasuke himself) expressly avoided calling Sasuke's genjutsu by that name, simply refering to it as 'your genjutsu' but expessly naming Tsukiyomi in the same sentence when refering to Itachi. Those words exchanged there clearly indicate the opposite of what you say, that the genjutsu in comparision are entirely different. Kishi once again shows this to us when Kabuto caught them in Tayuya's sound genjutsu, Itachi uses tsukiyomi and Sasuke sounds the words, genjutsu: sharingan. You have to be stupid or just a rabid fanboy to still think that Sasuke has tsyukiyomi. Another fact, the Kumo shinobi received intel about Itachi's powers from the leaf village, they know about Amateresu and Tsukiyomi yet C also, after naming amateresu, refers to Sasuke' jutsu as 'that genjustu' (which he had first hand experience of being caught in by the way) as that genjutsu, and not tsyukiyomi, that's also after he said that one eye has amateresu and the other controlls it. Just who exactly is the one unable to pay attention to finer details here? I'll admit though that he should have it after implanting Itachi's eyes, though his failure to use it so far makes no sense, perhaps because it wouldn't work on Obito/Madara/Kaguya anyway.There are tons of reasoning you can do to deduce that he does have it.

Not everything will be spoon-fed to you, you have to look at smaller hints and details to complete the big picture.
I mean in the time between Indra and Madara...Because Madara lived only about 60-70 years before Itachi was born, and it was already forbidden by the time Itachi was born.
