1. It IS a jutsu.
2. It DOESN'T require eye contact.
3. Orochimaru shat with it on Sasuke, Sakura, Kakashi and Gen'yūmaru.
4. The only one to have resisted this technique so far was Kyuubi.

Killing Intent isn't a jutsu. It is the most OP, non-jutsu technique in the manga, though. xd

It is a jutsu. Re-read Orochimaru vs Gen'yūmaru.
Killing Intent is just what fodders feel when drastically stronger opponents release their ki.

What Orochimaru used on Genyumaru was his Living Corpse Reincarnation jutsu.

1. Gen'yūmaru meets Orochimaru. He doesn't know who he is. Wants to kill him but .
2. Orochimaru sends on Gen'yūmaru a vision of his death. Look at his words - 'This is the end. I will be eaten here...' He clearly was shown a vision of the transmigration ritual even though he hadn't known Orochimaru before so he had no intel on his abilities. [ ]->[ ].
3. The ritual takes place .
4. In the end - Orochimaru manipulated Gen'yūmaru's brain and made him see what he wanted him to see. So unless Orochimaru has some telepathic abilities - Killing Intent is a jutsu.

@Edit.
The thing you posted about Sasuke and Zabuza was natural fear. He was simply scared - nothing more.

Ah, I see. He did use his Killing Intent on Genyumaru. Regardless, it's not a jutsu and it's never called a jutsu in the manga, to my knowledge.

After some digging, I finally found the scan of Sasuke actually describing Orochimaru's Killing Intent as nothing more than fear, not a jutsu.

Just because Sasuke said it wasn't Genjutsu doesn't prove that it's not Ninjutsu. Orochimaru has tons of jutsu that haven't been given name at all but he used them.

Oro chooses what they see. The incident with Gen'yūmaru proves that it's not normal fear.

That incident with Genyumaru proves nothing, imo, and is left for the reader to interpret; if anything, it only proves that Killing Intent is nothing more than sakki, based on Genyumaru's comments and reaction (neither indicated that he was hit with a ninjutsu or genjutsu; just pure sakki). Orochimaru only used his Killing Intent to let Genyumaru know that it was the end for him, imo.

And if Killing Intent was a jutsu, it wouldn't be a ninjutsu anyway.

(If it manipulates the mind of the target without physically harming them, then it would be categorized as Genjutsu)

It's that Sakki thing that is use alot in Battle Manga...It was in Bleach kenpachi vs Ichigo...It was in One peace the way color of observation works.

It could be labeled as a telepathic ability...Oro is projecting his Intention toward his target so potently that the target gets visions of what he is going to do to them

Tsunade had it in a filler, and it was genjutsu. Orochimaru is most likely genjutsu, because when Tsunade was going to heal him to death, Kabuto sensed the killing intent in her chakra. So logically, it can be read in chakra.
Though it's inconsistent, Sakura should've been able to break free and Sasuke too, but I guess fear was to powerful
