Can you learn how to absorb chakra or is it a kekkai genkai? Kaguya related?

Something that I've been thinking about is how did Kisame, Madara, and Jirobo absorb chakra? Even without the rinnegan or samehada, Madara and Kisame have absorbed chakra. It makes me think it's a kekkai genkai that only a very select few have, and it originated from Kaguya's/BZ's/Shinju's chakra absorption.

I personally don't see any difference.

Because a Jutsu is a chakra that has its properties changed into an element. It's no longer pure chakra. It's like oil transforming into gas.

The difference is that the jutsu is neutralized in the latter. For example, Kisame and Orochimaru can absorb chakra, but if they touched a Katon and tried to absorb it, they would still get burned and overwhelmed, while absorbing a technique through Preta Path and Samehada neutralizes the effect of the jutsu.
