It's literally programmed to "protect konoha" which was meant for Sasuke, should he have went down an evil path.
He used it on himself to break Kabuto's bindings, because protecting Konoha was definitely not the intent of Kabuto.
If you were to use KA on someone to "protect Konoha" in battle, wouldn't do much, would it?
