Gaara went to the chunin exam and participated in all the trials. He also followed Baki's instructions

Hidan was following his own goal which so happened to coincide with Akatsuki's goals at the time. He killed people and fulfilled his goals by following orders.
Kakuzu got fulfilled his goals by making money from following Akatsuki's orders. How is that different from Zabuza?
The difference between them and someone like Obito was that Obito was scammed and manipulated into a puppet.
Hidan didn't care as long as he got what he wanted.
Deidara was forced into the group, Kakuzu was not.

So because Garra was part of the exams, he was taking his fathers orders? He went there for blood, find strong opponents, etc.
If you want to consider them being their own man, so be it. I see them as part of a organization which them had to take orders, from a leader.
