On what basis? Orochimaru has far more intellectual achievements than Tobirama, based on the manga. I thought it was obvious that Orochimaru was smarter/more intelligent than Tobirama.

At just as young of an age, after Hiruzen told him about the white snake, Orochimaru was already studying kinjutsu... And a thought process of a leader is more of a philosophical trait and intellectual trait, if you ask me.

And to answer your question (or rather enlighten you): Wisdom is the quality of having experience (which Oro has more of), knowledge (which Oro has more of), and good judgment (arguably the only aspect Tobirama beats Oro in, in this case). You are the one who doesn't know what wisdom is.

Rin Stomps!

As Minato, Tobirama lacks jutsu to land a decisive hit on Orochimaru w/o Edo Tensei, except Tobirama can't use Shiki Fujin to force a draw.

W/ Edo Tensei...... Orochimaru may troll Gojo Kibaku Fuda with Doton as he did to KN4 TBB or just hide in Manda as Sasuke did to Deidara's C0. But granted Tobirama can activate the jutsu faster than Orochimaru's defense.

His best shot is sealing Orochimaru, but it won't be an easy job given the summons spam from Orochimaru. Portrayal wise Tobirama is stronger than the Sannin, but feat wise Tobirama doesn't have tools to defeat Orochimaru w/o his explosive jutsu. W/ Edo Tensei though Tobirama should be the winner.
