Orochimaru is nearly immortal, that's why the only time he officially "died" was when Itachi sealed him with Totsuka.

The only other way to kill him is with large scale attacks, such as Bijuu damas, which Tobirama doesn't have. He has a Kunai, some Suiton, and FTG.

He spiked his chakra and already sacred Orochimaru when he was revived, and he wasn't even at full power. His water style will cut Orochimaru in half, it sliced clean through those huge Shinju branches neg difficulty.

If Orochimaru runs away, he loses. Tobirama doesn't have to kill him outright to win. Orochimaru's body shedding and ground melding shenanigans may keep him alive to escape, but they cost chakra and he can easily run low enough that staying longer would be suicide.

By the logic you're using, Orochimaru beats everyone who isn't a sealing master or has a sword of totsuka, but clearly he got his ass beat by itachi even without the sword when he left akatsuki since he didn't even know that itachi had it until he got sealed later on.

Tobirama is in a whole other class compared to Orochimaru he would make short work of him. Oro can't regenerate infinitely Tobirama would use his Shunshin and suiton to overwhelm Oro. Tobirama mid diff

I'd give this to Orochimaru high difficulty. Without edo tensei, Tobirama's offence is quite limited, none of which is enough to put down Orochimaru. Tobirama's best bet is outlasting Oro but Oro can fight for quite a while as he himself is quite the stamina beast. Oro's snake summons could give Oro openings and his sensory abilities as well as reaction time could allow him to use attack prevention whenever Tobirama strikes. Tobirama will eventually fight at close range, allowing Orochimaru to potentially poison him.

Tobirama should win. Orochimaru isn't touching him firstly, any summons get hiraishin'd or Suidanha'd. The only way Orochimaru wins is if he outlasts Tobirama somehow.
