That's right. This, guys, is an extremely obvious solution and that's why Kishi exactly chose to present it as a possibility. If you think about it, Kishi likes to point out towards one very specific possibility only so that he can completely erase it afterwards.
An example of that is Sasuke. Everyone thought that Naruto would be the one who would make him to return to the village exactly because that was the direction towards which Kishi was pointing during the whole manga. Turns out that he in fact chose on his own the path that he would follow.
A second example of a similar situation and way more obvious than that it is that everyone expected for Minato to give Naruto the other half of Kurama's chakra so he can become "complete". Neither that happened as half of Kurama was absorbed by madara.
I'm sure there are other similar cases but I'm just to lazy to think about them.
Conclusion: The treasured tools is a solution that Kishi chose to present it because it sounds ideal but he only does that because he wants to lead us, again, to a wrong path. I can guarantee that madara won't be sealed, at least not that way, their role is to misguide the readers in order for Kishi to bring the twist he desires. Do you think that the end of the series, the defeat of the strongest guy in it, would be done in a way that has been predicted by everyone?
