The eye she possess is the Juubi's eye, which can only casts Mugen Tsukuyomi. She used it on the moon, to reflect her Genjutsu on the world and have them all under her control.

I kinda agree that the Moon is a natural object and was not created by anyone. If you think about it the Sun is a natural celestial object and to compare it with a artificial object (According to legend) is not logical as an Artificial object cannot be compared to a Natural object.

This would basically break the Sun=Moon symbolism as according to the Rikudou legend, Sun>Moon.

Also, it makes sense that the Moon was a natural celestial object and was used to seal the Juubi hinting at a connection between the Moon and the Juubi.
