The definition also has "relatives", "a group". Meaning, it doesn't only mean humanity, it just means multiple people.
Infinite/Eternal tsukuyomi is simply a powerful genjutsu.
- Using the power of shinju(fruit/mazu/juubi), to enhance one's genjutsu capabilities, a dream world is created.[

- People are dragged into the dream world.[

- Possibly, they're either connected to the roots of the shinju[

The most important thing is, IS is just what's described above. An eternal dream world where people are locked in.
What you're discussing in this thread is the delivery method, which is completely seperate. IS can be applied using caster's eyes like with obito, during madara's demonstration[

]. By using the moon, you can cast the genjutsu on everyone at the same time; Without it, you have to do the genjutsu bit by bit.
Your above argument hinges on the fact that 'she used it to control the world'. Now, tell me, what exactly stops her from Genjutsu'ing an entire village, attaching them to shinju's roots, then repeating the process on the next village and so forth? Eventually, she'll trap everyone. In her time, she was by
far the most powerful person; No one could stop her. So nothing stops her from walking up to people one by one, genjutsu'ing them, then hauling their ass back to shinju. Everyone else is way too weak to save those trapped or save themselves.
Just because she possibly trapped everyone doesn't mean she did it all in one go or used the moon to do it.
