Non intelligence favors Itachi's, as Tobirama is unaware of his powerful Genjutsu surpassing the ones Tobirama fought. Furthermore, Itachi can render Tobirama's chakra sensing useless, so Itachi will wins this high diff.

One way Tobirama can beat him is to use his Stamina to his advantage and try to outlast him. Mutually Exploding tags could potentially rip away layers of Itachis susanoo. And let's be real, no Kage level opponent who has experience fighting uchiha and has plenty intel on them is going to fall prey to genjutsu. He's not going to look directly into Itachis eyes, neither is Amaterasu going to work because of Tobiramas great sensing ability and body flicker or FTG which allows him to easily evade it. I doubt Susanoo will ever touch him, it's not fast enough to hit such an opponent. Water style > Fire style and Itachis water style isn't on Tobirama's level.

Itachi will lose in CQC due to FTG and speed advantage in tobiramas favour and the risk of getting marked. Honestly thinking about it, Tobirama may well be stronger than Itachi.

Tobirama seems to know more about the Uchiha, than some Uchiha. With this said, he possesses a plethora of experience in fighting them. We can only make assumptions that he's never encountered an Uchiha with genjutsu prowess like Itachi's. All in all, it'll be a close match-up, but Tobirama has shown enough to come out victorious.

Itachi's genjutsu is on a whole other league.

Just throwing out a statement without backing yourself up is really valid. I forget how Itachi uses Genjutsu on Kage Bushin. He's surely encountered Tsukuyomi in his time as Madara had it, therefore I've no reason to believe he'd fall under any other fodder Genjutsu that couldn't even ensnare Sakura and Chiyo. Such a desperate cop out strategy.

Tobirama defeated Izuna Uchiha, who was equal to Madara Uchiha. Im pretty sure MS Madara and Izuna were stronger than itachi.

With all his knowledge on the uchiha, im pretty sure tobirama could defeat itachi with mid - High difficulty.

And I hate the itachi genjutsu gg statement. It's so stupid, Kakashi fell for it once, how is Tobirama who fought them most of his life and knows all about uchiha better than anyone going to fall for genjutsu. Even Ay wouldn't fall under genjutsu, only reason he did was because he was distracted.
