No,it's a fact that shunshin speeds aren't counted in the databook with regards to speed(it doesn't take any enhancements or jutsus into account). Under that dumb logic, kakashi,asuma,sasuke,deidara all have EXACTLY the same speeds, when it's clear that based on the manga it isn't the case. Like I said, the databook is both outdated and unreliable.

If kishi were to go into specifics, then he would use a system to show it, but he made this system to show IN GENERAL how fast each shinobi is. (Because it TOTALLY matters if one shinobi can run at 45 mph and another can run at 46 mph /sarcasm)

No, they DON'T have roughly the same speeds. They only have roughly the same BASE speeds. The databook does NOT include any form of ninjutsu in the speed category-it's only their BASE speeds with no enhancements. Shunshin is technically a ninjutsu(and an important part of a characters speed) but as it's a ninjutsu, it isn't counted towards the speed score. Also, the databook doesn't take stuff like SM,KCM,BM, sharingan precog etc into account. Subsequently, the databook is outdated and unreliable, and shouldn't be used in debates.(unless you are talking about something like intelligence)

again it doesnt take stuff like sharingan precog into account because it doesnt directly translate into physical movements, and modes like sm/kcm/bm because certain scores would be inaccurate to their unenhanced level of ability since that not is their normal fighting level

if the databook didnt count shunshin, then they would all be snails compared to guy and lee, two people who are unable to use ninjutsu to enhance their speed yet are able to keep up with the best of them in that department.

the databooks used that overexaggeration of his speed to reference that his speed alone is high enough to take down most opponents and that its a trait that he relies on in battle.

for the second part, certain modes are not included such as gates/sm because those are not their base forms. and yes I do believe itachi to be roughly he same speed as guy and slightly faster than lee at that point in time.

according to the databook sasuke's speed is godlike. You aren't winning this argument. In the databook and by feats, sasuke has greater speed than that of neji.

I dealt with draegod, to which he never countered. lee lacked to proper tools to fight neji without the gates. Sasuke on the other hand isn't comparable to lee. he has a wide array or ninjutsu and the sharingan. Sasuke's speed by feats and by databook is greater, there is no getting over this. In close combat its nearly a tie, although sasuke can simply force neji to use rotation and wait until he finishes. neji isn't getting though nagashi.
