There's no need to explain something so obvious, but since you insist-sasuke could simply summon manda/aoda(or whatever snake summon he has) to swallow neji. That would really make it a stomp. But since that isn't IC, he would probably blitz neji and beat him with his chidori sharp spear to the skull.

It isn't like Neji can't predict what Sasuke is going to do. Chidori Nagashi is countered by Rotation or Hakke Kusho.

It takes more than a couple of fireballs to start Kirin so I doubt Sasuke can Prep it. If Sasuke decides to "Take Off" Neji can Hakke Kusho him out of the air before he is high up.

Recently when people debated this, it was without summons like manda and its pretty much the only reason why sasuke would actually win in this case

restricting summons would be an entirely different matter, specifically in the case of sharingan precog with is most peoples argument for him in this matchup. sharingan precog is highly overrated in that people think they it makes the user invincible to CQC in all aspects. It simply gives them an advantage in CQC by giving subtle hints in their opponents muscle movements which in turn allows them to predict with a certain degree of accuracy where their opponent may strike next but not so much that they are literally untouchable.
