Well for starters, Naruto only has half the kyuubi meaning it's half the size. Sasuke did manage to cover 50% kyuubi while Madara managed to cover 100% kyuubi.

Well thats the thing, We haven't seen sasuke cover 100% Kyuubi so we cannot put his Susano'o at Madara's level yet.

The term "Perfect Susanoo" is wrong anyway. In the raw Madaras Susanoo is named "Kanzentai Susanoo"(Kanzentai means~complete achieved body) Otherwise the name would be Kanpeki Susanoo.

Everyones susanoo is different. Their All still Susanoo.
Madara's has Two bodys, Sasuke's has a bow, Itachi's has the Totsuka and Yata, and some Daggers.

The difference between perfect susanoo and final Susanoo is that PS is much bigger, and has you stand in the top of the head rather than the torso.

Sasuke used just the Shugenja-armor(stabilized) to cover Kurama. Actually, that's not "Perfect Susanoo"[-that description is wrong anyway-], because it's just one part of the complete Susanoo.
