I am fine with tatsumi not being top tier or elite. I have a feeling he may just hog the spot light if he does.

Well if he knows how to defend himself and save his ass by himself it's all good.

Tatsumi needs to unlock a new weapon, not that same old lance

@Aya he needed to unlock a new teigu, i was shocked that he received that teigu from his old sensei.

Eh a suit fits him perfectly, can't imagine him with a katana or anything else >.>

It doesn't need to be a katana, it can be a pistol, blade,etc. There're many weapons that could fit Tatsumi.

That's true but maybe he could get another teigu and use both of them at the same time (suit + pistol?)

Pretty much nailed it by the Doctor , only problem is that IMO Wave should be in Tier 2 , I know he has goten trolled most of the time , but the dude is above Tatsumi .

I think he is superior to Tatsumi. But not to the extant of belonging to a whole 'nother tier ._.

Does incurio have another weapon? Didn't Braht only have the lance?

The general tier is what everyone belongs to. The smaller sections sort of breaks it up from High to Low. They generally aren't in order, once in specific sub-tiers.
