Which would you rather have?

To me, the quality of antagonists shouldn't be determined by how much power they have or how much they've accomplished. What makes a quality antagonist is their history, their relation to protagonists, and their reason for being an antagonist. For example, I still think Nagato/Pain was the best antagonist this series had. Even though he didn't accomplish much in the end, he was a very interesting character with a powerful background and a solid reason for turning to the "dark side". I don't really like the word "villain" either because that makes you think the person is truly evil. A lot of antagonists in Shonen manga are not really evil, they are misguided or twisted in believing what they are doing is better for the world...or "bored".

Nagato was great. Also, he did accomplish much. He figureheaded an organization that caught 7 bijuus and he destroyed Konoha. He killed Jiraiya. He was great. My criticism goes to Orochimaru who just fails at everything.

This is where you and I differ I guess. To me, Madara is not card board. He is epic! He gets his stuff done like a real villain! That entertains me! Orochimaru just fails and fails and fails some more. That bores me!

How does Orochimaru entertain you?

His personality, voice, and appearance. Naruto was the... 3rd anime I've ever watched, and I started at the Chūnin Exams arc. Orochimaru's first appearance, he was literally wearing someone else's face. And what he did to the Third Hokage, had me in awe of how evil he is. Summoning his former teachers and forcing him to fight them.

It seemed he didn't have a true goal, he just wanted chaos. Like Kefka from Final Fantasy.
And the way he stole Sasuke away, was just fantastic. He ripped apart Naruto's most cherished bond singlehandedly and was the man behind Naruto's driving force.
And the absolute soul-shaking fear he instilled into people. He literally made Sasuke, Sakura, Gen'yumaru (a host body of his), and even Kakashi of the Sharingan experience visions of their own deaths by merely looking at them. Talk about wicked.
So yes, Orochimaru, while he can't hurl meteors or spam TBBs (but still incredibly powerful in his own right), is still my most favorite villain without contest. And he's not a complete failure as you may be thinking. He hasn't failed in his primary ambition of immortality. After all, he's still alive isn't he?

And yes, DBZ is pretty great, but the story and characters weren't as good as Naruto or Bleach or the like. I used to watch it all the time, I even still have a Budokai game. Frieza was my favorite Lol

Well, I don't like "sympathetic"/tragic villains simply because I don't wanna sympathize with villains :| I want to think of them as glorious a-holes, so I prefer pure evil ones or loyal ones who stay true to their cause no matter what. So basically for me both Oro and Madz are acceptable. Sure, both sort of have sad pasts but at least they are ruthless and maniacal at times. I do like both "mad scientists" like Oro and crazy destroyers like Madz (though in this regard Deidara was closer to that type).

My favorite villain ever would be Kimblee, FMA manga/Brotherhood version. He didn't "accomplish" much since he is a side villain and not a main one, but he was truly evil with no sad stories and stuck to his beliefs until the end (and even after!), blew stuff up and didn't care, and he did it all with style. Of course, he is a terrible person that I'd never want to meet in real life, but he was an awesome character.

I prefer complex villains with sympathetic backstories/motives. But, I think every long-running series needs a just pure evil villain like Orochimaru. Heck, they can be great too.
