Rabac ended up like that due to 2 things: he's slower and obviously knows little about combat, dodging Wave's punch but put him in an awkward position, he looks like he was about to fall with that dodge alone. Mine didn't shoot the guy with her huge beam because Akame was also there, and she noticed that he was paying attention so she didn't bother shooting the small laser since it'll be futile. Her original plan was to sneak away and wait for the perfect moment, but since he was aware at all times she didn't shoot. Mine couldn't aim properly at Seryuu because she was injured at the time, a healthy Mine wouldn't let that happen.
On that scan, Zank was letting his guard down because the method of transforming into someone his opponent loves worked all the time. Despite Akame being the first to actually bring able to strike back, he still blocked her attack. The entire fight Akame couldn't scratch him until his blades broke, while Zank managed to hurt her. Kurome used drugs and it enhanced her reaction, but still Mine's cutting down shot is faster than her normal ones. I guess Wave catching up to Akame can be seen that way, but look at it at a different way, Mine was able to track Wave's
fastest speed and shot him.
The manta was

. It's no surprise that Ran caught up with it if it's dead. Not to mention that Ran implied that Akame would cut him down if he got lower to the ground. And that wasn't a normal shot. Mine called it the ''cut-down shot''. [

The Manta didn't seem

to me. Ran was confident he could beat Akame if they were to fight, but because that would require him to get down and close to her, he's also vulnerable for an attack. But most importantly, he had to slow down, Mine shot him while he was flying fast and he couldn't react to dodge it. And it wasn't a cut down shot, she didn't drag it or anything and it was only one ray. She wasn't able to use it because the manta was dying and spinning and such, and she could only manage to stand up for like a second, then lost balance and fell and grabbed on the Manta's body like everyone else.
Look at the second scan again and notice the ''diamond'' shape above Mine's head. That sign usually appears above a character's head when she or he is shocked by the enemy's action such as the enemy's speed, etc. Mine was looking right at Seryuu and still got surprised.
She blocked the bullets and you could see her eyes were closed at the time. When she opened her eyes and had that little diamond thing, you can clearly tell she wasn't looking at Seryuu, she was still facing up.
It doesn't seem to me like Koro couldn't react to the shot, he was just unable to because of the situation he was in. He had absolutely no solid ground on which he could move on so avoiding the shot in that situation was impossible. Mine can point her gun, Akame can keep on running.
Noticed it's arms position, they were at the same position, meaning he couldn't even react to move a muscle. And Mine's swing speed is so fast, not even Seryuu with a gun pointed at Mine could react and fire off one single shot.
You don't understand, Akame can't outrun it. Just imagine yourself holding a pen as a gun and try to keep up with a person some distance away. They can't possibly outrun it as they have to cover a great distance compared to you just rotating your wrist and you would still be able to keep your pen pointed at them. Mine already can keep Pumpkin on target, the reason Wave could dodge it was because of the travel time of the bullet, which gives him time to dodge. But Mine must already had her gun pointed at him, on target in the first place to be able to do that. This time it's different because the laser stream is constant, Akame gets pointed at she dies, there's no bullet travel time. If Mine can track Wave and Ran max speed Akame won't be a problem.
