Just having plain sharingan makes him more than an ordinary shinobi. He wouldn't be close to what he has been in the latest chapters without the Uchiha Massacre.

I have to disagree. I'd say Jounin level because he would have died to Mizukage, Raikage, and Tsuchikage if he didn't awaken MS/EMS

Sasuke before MS was a damn genius on the battlefield alone. He was analyzing his opponents in short time using his many variations of techniques to deduce their fighting style. He's a prodigy, he would have grown in many other aspects had it not been for MS and after that, he makes many variations with a new technique: Enton within a week's time! He's a genius at developing jutsu, it's the reason Orochimaru says he pales in comparison. I'd put Sasuke Low Kage at minimum but with Itachi being such a prodigy himself and under his influence with no Uchiha massacre, who knows how dangerous Sasuke would be...
