Hiruzens era started in the 1st shinobi world war when tobirama died. That would include the 3rd raikage, 4th raikage,3rd tschukage 3rd kazekage, 4th kazekage. The 3rd Raikage is the strongest raikage kumo ever had according to the manga, same with the kazekage. So right there shows how powerful hiruzen was.

NIce thread though it shouldn't be strongest shinobi's ,it should be strongest Kage's.As some people already mentioned there are stronger people like Naruto,Sasuke,Itachi,Nagato,Obito and Madara.

Yeah people during his reign include
3rd kazekage (hyped to be the strongest of all kazekage)
3rd Raikage (went toe to toe with the 8tails)
3rd Tsuchikage (if onoki is the 3rd i can't remember)
and who ever was the mizukage
There was white fang (hyped to be stronger than the sannin)
Hanzo
and others. I would hardly call these people weak.
They HAVE to be weak and overhyped if Hiruzen seriously is stronger than them. I mean, look at Hiruzen. LOOK AT HIM. He's weak. Only a a dead body with infinite chakra he's even remotely useful.
Wow. Using five different elements really doesn't change anything, does it? Normal jutsus like that are not even worth using against anyone anymore. :/ It's pretty part one-ish if you ask me.

3rd Raikage took on 10,000 shinobi's before he died. Hiruzen was stated to be stronger than him. The shinobi alliance would of been destroyed if it wasn't for hiruzen using the five elements so yes it does change things.

There is just no way. He has doesn't possess the skills to do that. By feats Hiruzen is pretty damn weak for a kage and that is a fact. Yay. He blocked some normal jutsus with some normal jutsus. He was called the professor thus it makes perfect sense for him to know how to use many jutsus.
And if the 10 000 ninja were like these alliance ninjas then every jonin with some screentime could probably do the same. xD

kishi created the god of the shinobi, whatever you guys say is invalid. Feats mean nothing if he gives them a title and puts them against each other. He decides who wins, who loses, who lives, and who dies. For all we care the Ramen man could be the descendant of the S06P and be able to clear out the whole ninja world in a single blow, but only if Kishi allows it.
With that being said, 1st-4th are the strongest of their time based on the what he puts in the book, and are the SA's strongest soldiers.
