He was called the "non person" or "null man" exclusively because of the Jutsu he used. The he was so proficient with the technique that he was able to completely erase his chakra signature, and is directly stated in the manga that he erases his physical presence, unlike the rock Shinobi Obito killed. If he did have a physical form he wouldn't have died when he fought the Mizukage, he wouldn't have been sealed away and he would've beaten Onoki in their battle.

Clones won't help when he's not able to use Jinton in that form.

One can't be a kage with one jutsu,It means that we just don't know everything about him/her.
No,Iam not saying that u can beat anyone just because ur a kage but one must be skilled enough to take the tittle of Kage,If a person who is skilled enough to take the title of Kage don't even know how to fight someone like Muu then it would ruin the title of Kage.
Even a Kid Kakashi can do fine against that kind of move,I can't see how a kage level shinobi would face much difficulty,Muu might be alot better than any of them individually but I can't see him outlasting more than one kage level shinobi.

I know that this argument is not valid in a VS debate which is why I have already mentioned that I can see Muu winning this as he can beat 3 of them according to feats.
